Taking Liu Fen wetlands in the middle reach of the Heihe River as example, the authors evaluate the management performance from perception views, using the methods of factor analysis and semi-construct interview sample investigation, from 5 dimensions which are community image, ecological benefit, economical benefit, scientific culture and industrial structure. The results show that perceived value of each dimension is all above 3.4, the mean of total perceived value is 3.71. The mode of participatory resource management was suitable for social ecological and environment development of research area and the management performance is significant. Judged from different dimensions, the mean of social image dimensions is the highest (M1=3.95), which shows that the effective integration of different cultures, community management mode of wetlands and realization of democratic rights enhanced the internal community image, the construction of wetland protection facilities and community infrastructure increased community external image. The evaluation of resource management based on residents' perception, respects the value judgments of stakeholders, focuses on the regional cultural, environmental background and comprehensive needs of the residents, and evaluates integrally resource management performance in quantitative methods.
